Need

Support for the demonstration and progressive implementation of traffic flow management tools through:

  • The definition of operational tools specification
  • Preparation of system specifications for NM tools
  • Support for the validation and verification of developments
  • Operational documentation management
  • Training development and guidelines

Description of the project

CTM is an EUROCONTROL Project (which works as Network Manager – NM) that contributes directly to the Network Strategic Plan.

The objective is to develop a series of functionalities and processes for NM that can be implemented in a shorter time frame than SESAR2020 european program and, above all, to put into service the basic foundations required for the following concepts:

  • Dynamic Demand and capacity balancing (including STAM concept)
  • Predictability
  • User Driven Prioritisation Process
  • Network support to Arrival management
  • Target Times operations

The final objective of these implementations is to offer more adapted tools to local actors for local flow management (STAM concept), to improve the consideration of operators’ preferences, to implement the Target Time concept and to reinforce the role of the Network Manager as the guarantor of the network. Most of these implementations are based on the definition (NM level) and use (internal and external NM) of web services (B2B).

The results

The first phase of the project allowed the automation of existing processes through the implementation of a repository of ATFM (Air Traffic Flow Management) scenarios. Subsequently, the use of this directory was expanded to allow the implementation of new services.

The project also made a range of B2B services available.

The elements implemented in the CTM framework enabled large-scale demonstrations of new flow management techniques (SESAR PJ24 european program) as well as the integration of ATFCM measurement coordination among the tools of the various operators (HMI support).
